Martin appointed as internal auditing and risk management director


TUSKEGEE, Ala. (January 27, 2011) – Tuskegee University president, Dr. Gilbert L. Rochon, has appointed Stephen A. Martin, CPA, MBA, as senior director of internal auditing and risk  management at Tuskegee University, effective Feb. 1.

A native of New Orleans, Martin attended St. Augustine High School (recipient of the Purple Knight Award), Tulane University (1964 – 1968; Rockefeller Scholar) and Tulane University Freeman Graduate School of Business Administration (1971 – 1973; Arthur Young Scholar). Martin has a B.A. in Latin and an M.B.A. in accounting.

Martin is a seasoned certified public accountant with more than 20 years of experience in higher education, government and corporate accounting sectors. He has served as an assistant professor of accounting at Dillard University. Martin developed continuing education courses for CPAs while serving as product manager for the American Institute of Certified Public Accountants.  For the past five years, Martin has held the position of revenue agent in the Communications, Technology and Media Division in Atlanta, and the Natural Resources Division in Dallas with the Department of Treasury – Internal Revenue Service.  In this position, he coordinated a team of specialists that included international examiners, economists, financial products examiners, engineers, employment tax specialists and tax computation specialists.  His cases included large corporations in a wide array of sectors, including entertainment and media, oil and gas, and natural resources and mining, with assets over $4 billion with international operations, tax shelters, limited liability companies and standalone subsidiaries of international corporations.

Prior to his position with the IRS, he served as vice president for administration and chief financial officer with Texas Wesleyan University (Fort Worth, Texas); vice president for business affairs and CFO with Delgado Community College (New Orleans); and director of internal auditing with Tulane University and Medical Center (New Orleans).

Martin is married to Brigid Cheri Martin, a native of New Orleans and a graduate of Tulane University.  They have three children:  Stephen A. Martin Jr., Ph.D., M.P.H., an epidemiologist, who is currently serving as the chief operating officer of the Cook County Department of Public Health (Chicago); Nicole Martin Franks, M.D., an emergency  medicine physician and assistant professor in the Department of Emergency Medicine at Emory School of Medicine and associate medical director of Emory University Hospital Midtown’s Emergency Department (Atlanta);  and Dana C. Martin, Ph.D., a professor of French at Jack M. Barrack Hebrew Academy (Bryn Mawr, Penn.), and a constructed response scoring professional for the Educational Testing Service (Princeton, N.J.).

The senior director of internal auditing and risk management, in partnership with the president, is responsible for establishing and implementing university-wide internal audit and risk management policies and procedures. Additionally, he will be responsible for conducting risk assessments of university-wide operations to facilitate the development of audit plans and schedules, organizing internal audit programs, and overseeing and directing a wide variety of audits in areas such as: departmental operations, cash and payroll, information systems, financial grant/compliance, economy and efficiency studies, and special requests from management and Board of Trustees.
